Wonderful that some PhD and PD salaries will rise. Will this drive increases for all the rest? Yes - but likely only if there is a mechanism to fund that. If grants remain dismally low because of chronic underfunding the only way to pay PhDs/PDs adequately is to have fewer of them. Is that progress?
