And they know this, they're constantly concerned with different identity boxes to manage their constituencies. Which they do very carefully with the intention of manicuring a collection of constituencies that have the least possible demands on them.

Over time this has the demonstrable effect of a diffuse, easily bullied rank and file afraid to even ask for consistent primaries from their Party. A Party that does less for a base with more serious needs.
