Not true. Even if you assume the 10% VAT has 100% pass through, which it doesn't, then the result would be that everyone below $120k would be boosted, and those above $120k would pay more in new taxes than get in UBI. If your income is $20k and you get $12k UBI, 10% VAT means paying $3.2k for $12k.
