scope and budget. them responding to you is the baseline, so those lines *have* to be voiced. so them leading a given conversation is way less common, PLUS there're 6-7 of them. so you leading is what happens 95% of the time; them happens 5%. then split that by 6-7. replies play 100x more than leads

yes but you can play as them - its very weird to chose to play as one of these characters and have them become mute for an entire game.
