Does Utah have the power to ignore new federal Title IX directives as the Legislature voted to do Wednesday, before the state’s case challenging them has its day in court?

The legislature mandated that the almost 63,500 people who work for the state and any local governmental agency, like elected school board members, should willfully ignore and break federal law in deference to Utah law and ignoring federal supremacy in violation of the constitution.
