Any Dem needs the Black nation to win, but so long as they don't have a credible threat to vote for someone else, the DNC never have to do anything to help them. The last time electoralism worked even a little for the Black nation was during the party switch. And direct action got most of the gains.

That's why the Dems do so much performance. They kneel in the Capitol and say the right words but then fund police departments and prisons and foreign wars. Lest we be reminded that the police departments in all the major cities are overseen by Black Democrat mayors and city councillors?
