Oh yeah, Herb appeared in two episodes in the classic era. He had a successful car company until he made the mistake of letting Homer design a car. The other one, I assume, is his sister from that godawful London vacation episode.

The London episode had guest appearances from J.K. Rowling (aged badly) and Tony Blair (unacceptable, even at the time). It was also profoundly unfunny.
