Yeah from the book it's sometimes hard to tell just how the country was doing. Gandalf laments that Minas Tirith is shabby, but the troops who march in from Dol Amroth seem like the most splendid people in the world.

I think being based on a port gives them benefits of trade that aren’t available to more inland communities. Kind of like NYC/LA vs North Dakota. So economic development is uneven and some regions feel the pinch sooner and harder.

I feel like Tolkien was often susceptible to superlatives. He very rarely described something as just average. I can't remember him describing a forest that was just a typical forest, neither magical nor some platonic ideal of a forest from nostalgia
