As a former civil servant who used to deal with these letters, absolutely. By and large, a letter from Dame Prudence Wheelbarrow MP about insert topic here gets a response drafted by the civil servant responsible, but a letter from Jane Citizen gets a form letter.
To be clear: the tactic is to write to Dame Prudence, asking her to write to the Minister for Insert Topic Here in order for them to provide you with information about Topic, asking why more has not been done, and responding to your well-put question about why Topic has been such a low priority.
Something my mother advocated was being firm, polite and ideally memorable. Humour worked well for her in that last regard.
Don't turn the letter into a joke, but if you can highlight the absurdity of a situation in a humourous tone it seems to get people on side.
