I think you’re right (though by 1985 or so there had been lots of stories about old stories), but there was a perception among comics readers in general that it was a continuity heavy book. The X-men, around the same time, was having that perception problem too (“so many dangling subplots!”), but

its sales were strong too. Tbh, one of the things I loved about the Legion *was* its history, the fact you “needed” to learn back stories to fully get it. (I mean, that was even sometimes true in the 70s!) But not everyone enjoys that.
