I mean, why not both? That’s how I always felt they were portrayed. Both as a symbol for the UP and as the heirs to the JLA legacy. (Which brings us back to Superboy!)

I’d say an oft-ignored part of the Legion’s appeal is that the future setting allows these teens to be THE big superheroes of their universe, as opposed to the jr. division that teen heroes are everywhere else. ‘What if the JLA were kids?’ When you age them too much, that gets lost.
