Oftentimes, there are barriers to environmentally friendly behaviour. Policymakers should aim at identifying and removing them. Depending on the behaviour and the barrier in question, different kinds of policy instruments may be appropriate: information, incentives, bans etc.

Usually, bundles of measures tackling different barriers are more effective compared to single measures. The targeted use of such bundles may also help to socially balance the effect of the policies and to increase acceptance.
