Why would a tory peer writing for the Murdoch press want to reopen the brexit debate pre a general election when he's been happy to ignore it up till now. .... particularly when he implicitly accepts labour's position will likely change in office anyway!

“There is nothing more difficult to handle, more doubtful of success, and more dangerous to carry through than initiating changes in a state’s constitution.” It can't be "made to work" but it can be acknowledged as a huge mistake and eventually, sometime in the future, reversed.
