Verb, if you have an iPhone, the Apple Watch with lockdown features makes more sense for comms because Apple has a slightly better privacy record than other companies who do not make products in that walled garden and sell to brokers. If you just want to track her an AirTag would do it.

I gave my kids phones with no service. So they can listen to music and take pics with friends, mostly because I wasn't sure iPods would be reliable. I track usage (doesn't always work) and block apps. I can lock whenever I choose remotely.
