One thing you realize writing political intelligence is that many people don't have an ear or feel for rhetorical logic, so you can write in a report "strong man X indicated he would massacre his political foes."

But strictly speaking they never said it, it was just a series of historical vignettes of enemies who need to be killed, followed by a "and these bad people today are in our way." So a dense person or savvy partisan can say "where did they say they'd massacre people?" But everyone understands it!
