Yeah. One of my clearest memories from the 2012 election cycle was how much the Romney campaign acted like it wasn't a question he was going to win. Any campaigning was for the form of it, and because that's how you funnel money to your friends.

Like, he straight up told a reporter he wasn't going to explain his positions to them because it would cost him votes. He didn't think he needed to win any more votes than were due to him as a matter of course, so his strategy was to avoid losing them.
