The SCOTUS ruling refers to acts performed by the president and not the military or DHS agencies that might be deployed by his orders, but 1) this same SCOTUS will 100% say there's a presumption all such orders are lawful (how could they not be, now???) and 2) he can pardon.

God, that just really sunk in. If it's not illegal when the president does it, then there's no such thing as an unlawful order for the president. We can split hairs about "cannot be prosecuted" vs. "isn't illegal", but Trump won't.
