ich finde es übrigens irritierend, wie es sich in der Kommission eingebürgert hat, möglichst viel in inoffizielle "Pre"-Verfahren zu verschieben (zB bei Notifizierungen), bevor etwas offiziell wird, weil sie damit einen längeren Hebel hat (schon weil sie Zeit gewinnt um Reaktion zu planen) /2
