The well wishing is coded language. He's at once disavowing any knowledge of the project while also wishing for its success. This is talking out of both sides of his mouth, to butcher a metaphor. Don't believe for a second that he's in the dark about P25. He isn't.

He definitely knows enough to try to distance himself from it, at least on abortion. Which lets him pretend he's a good guy on the issue, because the P25 position is vastly unpopular.
