For a long time, the last state didn't ban it until the 1920s, it was the norm that in many states non-citizens could vote so long as they'd been here a year and merely intended to become naturalized. When there were, for most of that time and most of the world, no limits on physically moving here.

And even observing the formal process of naturalization was spotty. A lot of people just moved here and never actually did it and nobody cared, they might not have even been aware they technically hadn't become US citizens.
