If Biden really cared to stop this- why not, while he's in power? And if the answer is, "he can't," how will that change after this election? And if the answer is "it won't," is every election ever going to be the one that must save democracy? And if it is, will believing in a leader ever matter?

Exactly. When voting one is choosing not just the person in the office but the team that person assembles, which is frankly the important part. Only one of those teams wants to enact incredibly regressive policies. Given the margins, sitting out is essentially voting for the bad team.
