Many people want to prepay, even if it’s a first time client. The bigger problem is what to do if they don’t use their time. Have a plan that shows kindness to both you and the client.

Bigger picture is that I believe there are as many ways to do developmental editing as there as editors, and that’s absolutely fine. But IMO it’s counterproductive to wait until a mss exists to seek editorial input.
