It’s an extortion mechanism, too. Someone might have enough morals to resign if asked to do something big (fabricate evidence) but not if it’s minor (backdate a report). So get them to do the minor thing first, then withhold the pardon for that until they also do the major thing

Eeesh hadn’t thought about that. Disobey the unlawful order? At the very least you’re fired. Obey? No problem. Anyone gives you shit you’re pardoned. He could & likely would promote those that do, slap a bunch of medals on their chest. He holds the power of life and death over them essentially
