In that case, you are correct, "on site" = "right there, on the premises, at the site." Whereas "on sight" is "upon seeing, when seeing." (Thus, "shoot kaiju on sight" = if you see the monster, shoot it, and "shoot kaiju on site" = shoot the monster at the location.)
