In California, Republicans have always voted by mail more than Democrats. As a result, Garvey was always going to receive more votes than either Barbara Lee or Katie Porter. Schiff knew this from the start so he had to define Garvey now before the November election.

Yesterday, California’s turnout was historically low, even for primary races in a presidential election year. Barbara Lee was not a viable statewide candidate, yet she ran. Katie Porter was not a viable statewide candidate, yet she ran. Older Republicans turned out and voted for Steve Garvey.
