For all that Waymo has accomplished, there is still an incredibly long way to go. Notice no one is yet testing in Chicago, and the company still has an incredible number of backup human operators to monitor the vehicles.

yeah, the goofiest part of all of this is the idea that regulation has ever held back autonomous vehicles even once... it's just really hard and expensive and a good distance from economic viability, regulation has nothing to do with the technology failing to live up to its runaway hype
