Mexico is still pretty easy to move to for Americans (we briefly considered buying a condo in PV and looked into the process).
The issue with Mexico is it's a failed state -- CDMX is out of water, most cities outside it are run by cartels.

I've been there, too, and the problem is these communities are supposed to be an extension of the American healthcare system, such as it is, because our healthcare system is an unregulated disaster. Some are great, some not, but it's up to the buyer to sort through the mess.

Peak Seattle was my getting into a fight with someone about whether or not this storage lot of abandoned cars should be zoned out of existence. Anyway, note the Mercedes-Benz 300 Adenauer in there, which even disassembled, is still worth probably $12 - 15K, at least.

Have you ever looked up the dealers on Google Maps? Most seem to be also Karma retailers, so I guess they're also ex-Fisker, plus a few shady used car stores. Also, I'm hearing rumors they're not actually dealers in a traditional sense, but selling the cars on consignment.
