The UK also had a panic about immigration from Poland in the past decade, so maybe skin color isn't the only consideration here.

Britain has a particular kind of xenophobia that I suspect has to do with its being an island. Not entirely colour based (as the polish and romanian examples show). but that’s not to say that there isn’t good old fashioned colour based racism there. There’s plenty.
