Several reasons. One is possessiveness which keeps institutions from making their catalogs (and digitized works) public.
Another one is the lock-in effect by incumbent software companies. Microsoft produces insecure trash, but people don't want to switch. Also: Nobody wants to pay security experts
And also to access related metadata and analytical databases... such as the MLGB site, which I notice is still down! Unfortunately I can't join at this time, but great to see the issue being confronted head on!
