Again, we don’t know his actual words. They paraphrase whatever he said as “digital penetration.” I’m not going to get Clintonesque in parsing: if that’s indeed what he conceded, yes, that’s sex. But sometimes reporters don’t quote the actual words because they want to blur a valid distinction.
