Is Thomas's idea of originalism just that you can't make any laws that didn't already exist?

It's funny that Thomas is also nominally Catholic, because this is also how Catholic doctrine works -- you can narrow or refine ideas *within* established doctrine, but there's not really any mechanism for changing or undoing it.
