Been doing what research I can on this, and it seems the tag is only generated if you used PS's AI tools to make the image, which includes some innocuous-seeming, content-aware photo editing features. Regular old illustration and coloring tools don't fit the bill, as far as I'm aware.

Someone was saying generative fill will do it, and Photoshop has had a generative fill tool years and years before stable diffusion was a thing that afaik (I haven’t used Photoshop in like a decade) was basically a plussed up version of the clone stamp and a lot of painters used to adjust propotions
