imprison those now seen as poor or those who can be disappeared using the same claims. Rounding up the poor will lead to rounding up of others seen as undesirable in society.

Eh, bus *tickets* to the city was last century's solution and are still cheaper than imprisonment. Also, Governors Abbot and DeSantis have used this to great effect on far dicer interstate movements.
