Godzilla 1954 is very specifically against the bomb and making bigger bombs to intimidate each other into living peacefully. Godzilla Minus One is a giant fuck you to even the idea of war.

The only survivor of the first attack was the one who didn't try fighting against the creature who happened to be walking passed in the middle of the night. Everyone who tried to fight ended up only making things worse.

You don’t see the war in Minus One, but you do see how it ruined everything. You also don’t see much of the military, but when they show back up you see how they manage to make matters worse.
