I have zero tolerance for this kind of foisting of journal responsibilities onto the authors. Not only is it gatekeeping new authors from the journal who won't have five (!) recommendations, it invites peer review rings. I wrote the thing! It's YOUR job to find reviewers!

Yeah, all great points. It is hard, despite our best efforts as humans, to recommend neutral reviewers. And as you say, what about students and early-career folks who may not know five people in the field? We do the work, pay the journal to publish, and they get people to review for free. Ugh.
