The GOP (or a big chunk of it) has long advocated dismantling the administrative state and limiting the power of the presidency, for which there's some "originalist" and "textualist" support. But this Court has kneecapped the executive while expanding personal presidential power out of whole cloth

Throwing all these admin law cases to the federal courts is also going to be inconsistent, unpredictable, stupid, and very expensive. Congress should strip the Court of its jurisdiction over some of those matters.

Gov Hobbs is signing this because it's best for her state and particularly Arizona's women. A Republican governor faced with a similar bill that would benefit constituents but hurt a prospective election issue, would not have. (See, e.g., the immigration bill.)
