It's the only way! Two fun Freeman Dyson facts: Gordon Freeman in the Half-life series is named for Freeman Dyson. Dyson's solution to the Fermi Paradox is that there isn't enough resources/energy in a Solar System for any intelligent life to leave, hence why you don't see life everywhere

Not sure if this was a serious question but no. Dyson spheres are named after the physicist Freeman Dyson who first proposed the idea. They would be a type of object that ought to be detectable when looking for signa of life elsewhere.

Well, then I'm not really following. They did the right thing but they also didn't do either of the things we've both suggested that wouldn't have left us with the mess we have now. Though I will note having private companies own hospital infrastructure via PFI is heading towards private healthcare

That's a false dichotomy. PFI or nothing are not the only options. They could have just run a slightly larger deficit to build the hospitals and then paid that off against the taxes on gdp growth that health spending leads to. That's pretty much how all prior public hospitals got built
