IDK, maybe there are so many tiny videos for social media etc. that a lot really are 100MB (although those tend to be even smaller!) but when I think of an MP4 h264 file I think of stuff that's usually 1 GB to 80 GB.

The Windows lock screen is a reminder of where we came from. Our heritage. Of when PCs used HDDs for their swap file, and far too much of it, coming to a complete standstill if a little too much was going on. Only still allowing the mouse to move because of deep hacks presenting an utter facade.

As remains the case today. It typically scrolls the text up a huge amount on the first frame it manages to render and then completely freezes for about 5 seconds before suddenly showing the password prompt.
It's a joke. This OS is a joke.

Making the Windows lock screen animated was one of the most ambitious things Microsoft have ever done.
At the time, the idea that Windows, even on high-end hardware, could possibly be ready in time, just after reboot, to smoothly scroll some text up a background that becomes blurry was unfathomable
