I’ve seen that theory, but it doesn’t explain why it wasn’t as much of an issue when the limit(adjusted for inflation) was higher in the past, why other states with $1000+ limits didn’t already have a problem, why there were simultaneous increases in other states, etc

Have a neighbor on a flag lot that was putting his trash cans across the street. They got moved because they were blocking across the street neighbor's mailbox. He got mad one time because his trash didn't get picked up.
