As well as assessing the likely impact, prioritisation also requires an estimate of time to deliver/resolve, as this should influence the order; it comes down to opportunity cost or 'value for money' i.e. time. There is also a sound argument for separate teams for short and long term priorities.

Lots. Say each SoS and each minister and each parliamentary under-secretary of state has three priorities to work on - that's hundreds of priorities in total but three for each person.

Not looked at the list yet but how many are packed under each department - if a single department has too many they might not be able to juggle - but spread over the mix and ministers / civil service is it too many?

I go with one per whatever a group is. A bit like unique. I know there are many things that need fixing but there's other langueage for we have so many important things to do concurrently.
