If you're wrapping in in Wireguard, then you're getting authenticated encrytion from Wireguard, right? In that case, could the 'inner' protocol just be something dead simple with no authentication or encryption of its own, like telnet?

Yeah, temping to want to *replace* SSH's encryption/PKI stuff entirely. Maybe for simple use-cases that'd work but probably not for bigger ones. OpenSSH is very flexible and has lots of third-party support.
