Except, after the program was set up, there was not much usage. They did a study to assess why a few years down the road to try to understand why the impact was a lot less than they expected.

It turns out the UK academics had minimal contact with their African counterparts, and hadn't really built institutional support there.
Some African universities struggle for basics, so they are hesitant to refuse generous donations, even if they aren't a core need.
