I don’t see evidence that it inspired the relevant Geneva Convention. For one, the 1929 Convention doesn’t even cover that situation since (1) they don’t seem to have been prisoners of war under the Convention meaning and (2) the Convention doesn’t prohibit labour by prisoners of war.
