Because he did not he the power to do so. Congress controls the size of the court by statute, not the President and there was insufficient support in Congress to do so.

A bill was introduced when the democrats controlled Congress to increase it to 13 seats. Biden and other right wing dems shot down the idea. Justices are confirmed with a simple minority. He could have done it or at the VERY LEAST supported it and yet, did not.
