I begin to think that we should listen carefully to what the think-tanks are saying, and then do the exact opposite.

I'm almost there but think I'm going to settle on: ignore think-tanks. This one says New Zealand is doing the right thing by opening up land for development and requiring cities to more aggressively zone for growth. Those things aren't necessarily bad. But they're not the whole solution.
