Yes that is promising for Labour. I wondered though about local government / central connections being a possible smart way to get good policy executed outside the big cities. I noticed Lib Dems control a few local government areas.

They do, although at local level, they often fight like rats in a sack. And a terrifying number of councils are on the brink of bankruptcy, so struggling for survival. It's on Sue's "shit list" as one of the biggest crises heading the government's way
