MuckRock filed a FOIA request to get a copy of the lecture
Three years later, the NSA said they could not read the 1982 tape format, and sent back a photocopy of the tape reel 🙃

we have insanely aggressive grades on mountain passes by global standards, which is not only increasingly dangerous as more cars go electric, but a huge barrier to electrifying freight trucks – which we need to do even as we shift more freight to rail, for path dependency reasons.

Even if we don’t build the overhead electrification system immediately, why not design and environmentally clear it while this expensive planning process is underway?
