It's a false dichotomy - governing takes a lot of administrative competency, but also to govern is to campaign. You have to do both. No deist clockmaker version of executive policymaking, where you set out perfect rules making perfect ripples in society that pay back positively. Use the megaphone.

For Biden specifically I think he struggles to campaign because of his style, his shortcomings, and now age. He has governed adequately but worse as time goes on. Not from age but closely held beliefs that come from being born in his era. I don't think he's mush, but he's certainly not adapting.
