Luthor is insane and obsessed with the idea that Superman is actually evil and must be defeated because then Luthor is the true hero of earth...so yeah Bruce is smarter for recognizing reality and not being insane

I like the early stories where Luthor used to be Superman's friend and ally but an experiment gone wrong made him crazy and his insanity is why he always does bad things and loses
