my personal opinion of the free ones is like-- Paint .NET - good for simple image manipulation/memeing, not so much for drawing Krita & MedibangPaint - primarily for drawing, also good for editing Photopea - probs the most impressive explicitly-a-Photoshop-clone. wish it was a desktop app 🥲

paint.net has replaced regular paint as my tool of choice for stuff like basic crops and edits at this point since it supports layers and transparency. i haven't done anything more serious for lots of years though.
